PRESENT WORDING:
All rule change proposals for the rule book, are to be submitted from the clubs to Regional Director by September 30 of each year.
PROPOSED WORDING:
All Rule Book change proposals, Scoring Procedure Manual change proposals, Flagging Procedure Manual change proposals, Technical Manual change proposals and Judging Procedure Manual change proposals must be submitted from the clubs sponsoring the rule or procedure change proposal to their Regional Director by September 30th of each year.
REASON FOR CHANGE:
The current "RULE CHANGE SCHEDULE" wording does not give the general QMA membership authority to submit change proposals directed towards correcting the constant problems arising from the poorly drafted existing "Procedure Manuals".
Without spelling out to the membership that they have a remedy to correct certain procedural problems, those problems will continue to be a big source of frustration for many people in the general membership.
