Donald,

There are several methods by which some of the rules are changed.
The first, and by far the most common is the RCP's presented at the Annual
Meeting.  This is the desired method, and generally the way that the rules
should be changed, however there are a few additional methods, the first
being "technical issues".
Many Technical issues are hammered out at the infamous annual "tech
meetings" which have been held in Philadelphia over the past few years.
Additionally, at any point during the year the BOD can mandate Emergency
RCP's per the guidlines in the yellow rulebook.  The Emergency RCP's allow
the BOD to clarify or fix emergencies that can't wait till the next annual
meeting.  An example that was cited a few years ago came about when
apparently some folks started running plastic Karting fuel tanks in the
driver's compartment, Maybe Fred or some of the other folks running at the
time can elaborate on that matter, in any case you can see where there might
be a need to get a rule on the book before someone gets hurt.
As to the 4130 frame requirement, a question was posed by someone helping me
with the rulebook revision Re: would an indy style "tub" be allowable under
the current rules, or would things like Carbon Fiber or other exotics.  The
question that was footnoted in the rulebook was reviewed and it was realized
that aside from the rollcage, the rest of the frame could be made from any
metal, potentially including copper, EMT (Commonly refered to as electrical
conduit) or any other material.  The committee decided that there should be
some minimum criteria from a frame integrity standpoint and 4130 was
decided.
The rule is highlighted and and noted as being a pending new rule for 2000
so that the RD's will be able to specifically request any cahnge if they
don't agree.

Tim,

    When I first joined, Mini-Indy had monthly meetings of the general
membership. A couple of years ago the club bod decided that only the board
needed to meet, so the membership meetings went out the window. I have been a
lone voice crying in the wilderness to reinstate monthly membership meetings
(on a weekday evening) but nobody listens to an old phart. In defense of past
president Gary Vaughn, he did try to have meetings at the track before the
races, but that didn't help me much, as I wasn't able to attend that many races
in '99.

    If they are held during the week, I can put them on my schedule and say "I
have a meeting tonight at ?PM" and no one questions it! Just my ramblings on
the subject. I haven't seen the results of the latest elections so I don't know
who the officers are for the coming year, nor what the schedule is yet!

    If they still had monthly meetings, we would have met by now! :-D

This was published in the Jan 2000 issue of Open Wheel Magazine.

"Clyde, Ohio, sprint driver Willie Keegan has been ordered to pay more
than $2 million to the family of a flagman who was killed in an on-track
accident at Fremont Speedway in 1995.

Micheal holman, 44, was flagman for the track at the time. A racing
accident on the frontstretch sent Keegan's sprint car flipping into the
flagstand, knocking Holman about 30 feet. Emergency personnel pronounced
Holman dead at the scene.

Apparently, that inspired Holman's widow, Christine Holman, and her
attorney, Jim Murray, to launch a wrongful death suit against everybody
and anybody, from Keegan to the man who built the flagstand. In June
1997, the other defendants in the lawsuit-the Sandusky County
Agricultural Society, the Fremont Speedway, and the county commissioners
settled for a total of $450,000.

On September 9, the Judge Joseph Cirigliano ordered that Keegan pay the
family of Michaell Holman $1.7 million in damages. The judge also
ordered that Keegan pay $250,000 to Christine Holman for having to
witness her husbands death, and another $125,000 be awarded for the pain
Michael Holman suffered during the estimated five minutes he survived
after the accident."

At the risk of asking an obvious question,
did someone neglect to obtain a waiver of
liability from the unfortunate Mr. Holman?
Or did the honourable Judge just ignore the issue.

In British Columbia, these waivers tend to protect
the track owners and officials from damage awards.
How about down there? Do waivers mean nothing?
Just asking.

Subject: New QM handler questions

I'm prepping together 2 cars for my 2 sons (5 and 6)
who will be starting QM training as soon as I can get
their cars together. I bought them a '97 Fast Track and
a  '96 Nervo-Coggins without engines.

I just got 2 brand new Honda 120 engines delivered in boxes,
with the stock gas tanks, exhaust, starter cord, etc.;
Specifically what do I have to do to them to get them ready,
performing well and legal to race in the entry level Novice class?

If there is an online document that describes the engine prep,
please point me to it. I have access to a fabrication shop so
I can handle any machining or fabrication that is recommended
for best performance or reliability.

Also, what weight (with and without drivers) do the cars half
to hit?

Also, I'm new to using drive chains, do I need a chain breaker
to size and assemble the drive chains for the cars?
What kind of lube to you put on the chains?

 flagstand, knocking Holman about 30 feet. Emergency personnel pronounced
 Holman dead at the scene.
 
 Apparently, that inspired Holman's widow, Christine Holman, and her
 attorney, Jim Murray, to launch a wrongful death suit against everybody
 and anybody, from Keegan to the man who built the flagstand. In June
 1997, the other defendants in the lawsuit-the Sandusky County
 Agricultural Society, the Fremont Speedway, and the county commissioners
 settled for a total of $450,000.
 
 On September 9, the Judge Joseph Cirigliano ordered that Keegan pay the
 family of Michaell Holman $1.7 million in damages. The judge also
 ordered that Keegan pay $250,000 to Christine Holman for having to
 witness her husbands death, and another $125,000 be awarded for the pain
 Michael Holman suffered during the estimated five minutes he survived
 after the accident."

Jay:
Thanks for the heads-up info.  Jim Murray and Judge Joseph Cirigliano [and 
the jury panel if the trial was heard before a jury] should be commended for 
taking a stand against unscrupulous promoters who hide behind waiver forms 
and participants [racecar drivers who's hands are seemingly tied by those 
waivers] who have very little legal standing against race promoters that 
charge drivers and fans alike the big bucks every year to put on the show ... 
and then put track workers at risk because they don't feel the need to 
improve track conditions with a portion of the profits.  

Had Willie Keegan turned around and sued the Sandusky County
Agricultural Society, the Fremont Speedway, and the county commissioners
for putting him in a position where he was susceptible to legal damages as a 
direct result of being a participant ... I bet the lawsuit wouldn't have been 
summarily dismissed on the grounds of the waiver signed by the driver.
