Subject: Memo to Regional Directors dated Feb. 19th 1998
Dear Members,
This letter is to correct and to clarify an error that the BOD made in the memo of Feb. 19th. The memo gave the impression that the BOD had taken it upon itself to change a rule passed at this years Annual Meeting. It was not and is not the BOD's policy or intention to change any rule other then by the methods stated in the rulebook.
Therefore the first paragraph of that memo is rescinded and replaced by the following:
Through a series of compounding errors the Eastern Grands host club sent out their Pre-registration Packet with the timing order misstated. The timing order rule change as passed at the 1998 Annual Meeting specified 1999 as the implementation year. However because of some miscommunication the packet was released indicating the rule was being implemented this year. The BOD looked at the possible corrective measures, contacted the host clubs, and determined that the membership's best interest would be served by allowing this method of assigning timing order to be used this year. Therefore the Grands contract between the BOD and the host clubs has been amended as to the timing procedure for all three 1998 Grand National Events. The timing procedures format will be:
2. All pre-registrations postmarked after April 15th or received after May 1st will be assigned timing order by the postmark date. Earliest postmark, last to time but in front of those in section 1 above. Duplicate postmarks will be drawn as outlined. It will be assumed that illegible postmarks were postmarked on the day before receipt by the host club.
3. Pre-registrations must be received by the host club on or before the published date in each club's Grands information packet or as published in the Quarter Reporter. Failure of the club to receive the pre-registration by this date is the registrant's responsibility.
4. Registrations / sign-ins received at the Grands will be assigned timing order in the order the paperwork is completed and paid. First received latest to time.
5. The request for and the payment of, Waivers of Qualifying will not have any effect on the procedures outlined in this memo.

The membership should be reassured by the co-operation between the BOD and the Regional Directors in resolving the perceived error in the original memo of Feb. 19th. The Regional Directors have the responsibility to enforce the rules and regulations of our club. Through their attention and diligence, an issue that could have started a bad precedent was averted. They did their job well! The BOD thanks them.
